Shenzhen's tobacco control fines of over 460 thousand yuan in 2014, and the acceleration of domestic tobacco control tobacco is expected to usher in spring.

According to the China Consumer Daily, more than 100 countries have enacted smoking control laws or comprehensive smoking control legislation in public places, and 44 of them have implemented comprehensive smoke-free laws. Since January 2006, the Framework Convention on tobacco control has entered into force in China with the approval of the National People's Congress. In the past nine years, 16 cities including Harbin, Tianjin, Shenzhen, Guangzhou, Shanghai and Beijing have promulgated local smoking control laws and regulations in public places.

According to the Shenzhen Municipal Health and Population Family Planning Commission of Guangdong, since the implementation of the Regulations on Smoking Control in Shenzhen Special Economic Zone on March 1, 2014, Shenzhen has imposed fines of more than 460,000 yuan on individuals and places, including 8675 person-times and 420,100 yuan for individuals.

Shenzhen Health Planning Commission said that through eight departments jointly enforce the law, the NPC supervises and guides, the Regulations have been effectively implemented, and the achievements of smoking control in Shenzhen have been affirmed by WHO. The "Shenzhen Adult Tobacco Epidemic Survey" won the honor of "2014 Healthy City Best Practice Award" at the 6th World Health Organization Health City Alliance Congress held in November last year.

Recently, the China Center for Disease Control and Prevention and the China Association for Smoking Control jointly held a one-year expert Media Forum on the "Notice on Leading Cadres Taking the Leading Role in Prohibiting Smoking in Public Places" sponsored by the State Council. From "Notice on Leading Cadres Taking the Leading Role in Prohibiting Smoking in Public Places" to "Regulations on Controlling Smoking in Public Places" (hereinafter referred to as "Regulations") - the first national administrative regulations on tobacco control solicited public opinions, China's tobacco control work continues to break the problem, ushering in "acceleration" progress, and more and more. Many smoke-free conferences, smoke-free schools, smoke-free hospitals, smoke-free movies and television are returning to the public a fresh environment.

Xu Guihua, executive vice chairman of the China Tobacco Control Association, said the regulations have aroused widespread concern, not only because they have expanded the scope of public places where smoking is prohibited, increased penalties for illegal smoking, but also because civil servants, teachers and medical personnel are explicitly required to take the lead in smoking control. "The first national tobacco control regulations clearly define the"key groups"to take the lead in tobacco control, which will speed up China's tobacco control compliance process and maximize the protection of people from tobacco smoke hazards." Yang Jie, a researcher at the Office of Tobacco Control of the Chinese Center for Disease Control and Prevention, believes that the time is ripe for the state to legislate to implement comprehensive tobacco control in indoor public places. Smoking is harmful, and it is imperative to control smoking. The public has reached a consensus on this, which is a favorable condition for comprehensive control of smoking.

The electronic cigarette is more in line with the trend of health and environmental protection, and is expected to usher in development opportunities. Electronic cigarette industry in-depth report "foreign growth is still imminent domestic start" pointed out that one of the reasons for the rapid growth of foreign electronic cigarette industry is the stringent measures to control tobacco. This time again emphasizes the ban on smoking in public places, mainly from the perspective of public health and safety.

Against this background, electronic cigarette is expected to usher in development opportunities. Vaporizer contain no harmful substances such as tar, carbon monoxide, arsenic, lead and mercury in traditional cigarettes. Their toxicity is only one thousandth of that of ordinary cigarettes. They are free of second-hand smoke pollution and are healthier and more environmentally friendly than traditional cigarettes. At the same time, when Chinese tobacco enterprises are faced with the possible bottleneck of development of traditional cigarettes, it is expected that the development of Vaporizer will be put on the agenda as an effective supplement to future income and profit.
